Philippines: Southeast Asia Floods and the Philippines Typhoons 2011 – Information Bulletin 1

Situation Update

The rainy season and monsoon season started in the southeast Asia region since late June. Many countries have experienced flooding and landslides brought about by typhoons and severe rains, resulting in casualty and financial loss.

In the Philippines, typhoons Nesat and Nalgae caused immense and severe damage to the Luzon area, with 102 people dead, 21 missing, 103 injured and about 4.12 million affected. More than 640,000 people have moved into temporary shelters. At least 70,000 houses were damaged or destroyed.

Heavy rainfall caused severe flooding in Vietnam with 11 people dead, 60,000 hectares of farmland inundated and approximately 100,000 hectares of rice fields under the threat of floods. Over 23,000 houses are flooded or damaged. Facilities like schools, fishing boats and fish farms are also destroyed.

Since July, northern and central Thailand has been experiencing flooding. Until 12 October, more than 270 people are dead or missing. A total of 7.3 million people from 58 provinces are affected.

Cambodia, located along the coast of the Mekong River, also suffers from heavy rains resulting in rise in water levels. More than 72,000 people from 17 out of 24 provinces have been affected with 167 people reported dead. Over 2,200 houses are flooded or collapsed.

Red Cross Actions

  • The International Red Cross has launched an emergency appeal for about HK$30 million to help the Philippine Red Cross (PRC) deliver immediate humanitarian assistance, including food, relief items, shelters, water supply and hygiene promotion to some 250,000 affected people.
  • PRC has deployed 11 Search and Rescue Teams to help evacuate and rescue the typhoon-affected. Food, blankets, mosquito nets, mats and jerry cans have been distributed and benefited about 150,000 person-times.
  • The Viet Nam Red Cross distributed 4,000 family kits to areas affected by Typhoon Nesat. First-aid posts are set up in the temporary shelters of the flooded areas. Instant noodles, rice, water purification tablets, family kits and tarpaulins are also distributed.
  • The Thai Red Cross Society has distributed food, drinking water and daily necessities to over 118,000 families. 4,000 sets of hot food are being provided in 2 flood-affected provinces daily. Toilets are also set up in communities affected by floods.
  • The International Red Cross has allocated approximately HK$2.62 million to help the Cambodian Red Cross deliver emergency assistance, including food, tarpaulins, water purification, hygiene promotion and sanitation facilitates in two most affected provinces.
  • The Cambodian Red Cross has been allocating relief materials, including rice, canned food, instant noodle, clothes, blankets and mosquito nets to the affect population since mid-August.

Hong Kong Red Cross Action

The Hong Kong Red Cross is in close contact with the International Red Cross to monitor the situation. No appeal has been launched in Hong Kong at this moment.
